I also need this a lot. I've been searching for a way to do this. I created a new role but there is nothing for only view projects or view all projects.
Any help would be greatly apriciated.

I think what you want is available as a plugin.

So if I undertood this correctly, there is no free option for such feature.
Are there any plans for future implementation for something similar?

There is a mod posted here viewtopic.php?p=8729#p8729 that allows the admin to view all the projects, tasks, etc.

As that was posted over two years ago, and there was some changes to initfunctions.php file, I have implemented the same modifications to Collabtive version 0.7.5. You will find the modifications below.

In initfunctions.php, found in include directory, replace lines 17 to 33, with the following.

If anyone is interested in modifications that make it so that any user, regardless if they are admin or not, can view all the project, I can implement this and post the modifications.

Now the proper way of doing this would be to add another user permission for allowing to view all projects, tasks, etc., and then this can be selected per user. So that you could have administrators, who do not have access to every project.

I would be interested in this ability. We operate an AD domain and I am wanting to implement LDAP login and allow all our users to VIEW any active project.
