First User Not Created Upon Install

I tried installing 3.0.1 both as a 1-click install on my web host, and locally on my WAMP server and got the same problem.

Upon installation, the first user is not created (doesn't show up in database), so I cannot log in at all.

Checked in the user database table, and it was empty, so I believe the first user (admin) is not being created.

Can you describe your server setup a little more ?
